Mobile IP is a protocol that allows mobile devices to access the internet and maintain an active connection while moving between different network access points. It enables seamless handover of an active connection from one network to another, such as from a cellular network to a Wi-Fi network, without disrupting the connection or requiring the user to manually reconnect. This allows users to keep connected to the internet, make and receive calls, send and receive text messages, and access other services even when moving from one location to another. Mobile IP is an extension of the Internet Protocol (IP) and is typically used in cellular networks and other wireless networks.

The home agent then sends the care-of address of the device to the device's correspondent node, which is the router on the foreign network. Once the correspondent node receives the care-of address, it can forward packets to the mobile device using this address.
Mobile IP also includes a mechanism called "reverse tunneling" which allows the mobile device to send packets to the home agent, even when it is connected to a foreign network. The home agent then forwards the packets to their intended destination.
